Senate Approves Tax Breaks for New Hires
The U.S. Senate, with a vote of 70-28, passed its first major job bill this year. Under the bill companies that hire the unemployed would be exempt from the 6.2 percent Social Security payroll tax through December and would give those employers an additional $1,000 credit if new workers stay on the job a full year. Democratic leaders are promising more so-called job bills are on the way.

Trucking Wakes up to Sleep Apnea
Transportation risk managers and commercial drivers continue struggling with the problem of sleep apnea, a condition that contributes to daytime drowsiness, as they try to find ways to improve safety on the road. Although the commercial trucking industry is aware of sleep apnea among drivers, there still is much to be learned regarding diagnosis, treatment and monitoring.

Stopgap COBRA Subsidy Extension Bill Expected
Top Senate Democrats are expected to introduce legislation this week that would provide a stopgap 15-day extension of federal COBRA health care premium subsidies, Washington observers say. The measure would extend the federal premium subsidy to employees involuntarily terminated from March 1 through March 15. Without the extension, employees laid off after February 28 would not be eligible for the subsidy.

Risk Managers Say Contingency Fee Payments Invite Conflicts
Risk managers reacted strongly to the recent news that state legal and regulatory authorities had lifted the 5-year-old contingent commission ban on the world's three largest brokers. The ban had provided insurance consumers protections from brokers steering them toward insurers that paid the highest contingent commissions. Now the burden to request full disclosure has been placed squarely on the consumer. Risk managers must be clear and direct with their brokers in setting future expectations for compensation.
